    Are they saying that the failing stocks like the Indiana Pacers? At any rate, that article title makes absolutely zero sense.

    I don't really understand why the Pacers are in the article title, but stocks that have hit their bottom are actually a good thing. I.e. there's a good chance they're going up from here, so they're a good investment.

    So it's actually a backhanded compliment of sorts. Maybe referencing that the Pacers are on the way to a turnaround after hitting rock bottom.
