PD KL 2 RULES
NOTE: Unless specifically addressed, all other Gametime rules (waiver
pickups, trade deadline, etc.) will apply.
League Rules & Procedures:
OWNERS:
Team owners are required to log onto the site on a daily basis. There are times when life will call us away from being able to check in. If an owner knows in advance that he will not be able to check in, he should post a notice, either on the Sports.ws site or on the Pacers Digest Trash Talk board. Team owners that repeatedly fail to log onto the site daily or post a notice of their absence will be in risk of being replaced.
ROSTERS:
Teams will retain 9 players from their current year's roster, to carry
over to the following season. A team may protect an additional player
however for each additional player, the team will give up a draft pick,
beginning with its 1st roundd pick. A team keeping 10 players will forfeit
its 1st roundd pick, a team keeping 11 will forfeit its first 2 rounds and
a team keeping all 12 will forfeit its first 3 round draft picks. In
order to retain an additional player a team must have its original draft
pick - it can't swap a draft pick acquired in a trade to keep an
additional player.
Carryover rosters will be determined by the team's lineup for their
final regular season game.
If a team receives an additional draft pick in a trade, that draft pick
will be considered one of the team's protected players for the
purposes of the draft - for each team the sum of draft picks and protected
players must equal 12.
Playoff teams will be allowed to adjust their rosters without penalty -
however any roster changes made during the playoffs will not be
eligible to be included in the following year's protected list.
Players who have announced their retirement after the current year and
are dropped by teams eliminated from playoff contention are ineligible
for pickup off waivers. These players are, however, eligible to be
traded.
TRADES:
Offseason trade activity will begin August 1 and conclude when owners
submit their protected list to the commissioner. Until the site opens,
trades will be validated through three steps:
1) One of the participating owners sends the trade to the commissioner
via e-mail
2) The other participating owner sends a confirmation e-mail to the
commissioner and
3) The Commissioner replies to both owners confirming the trade.
Once the site opens, trades will be announced through a Trade thread on
the trash talk page.
Owners should provide the commissioner with an e-mail address which
will allow them to receive attachments as the protected list will likely
be sent via spreadsheet with players in alphabetical order. This does
NOT need to be shared with anyone else, or the e-mail used in your
profile on the site.
DRAFT:
Draft Order will be determined in the following manner:
1) Regular season W-L record
2) Regular Season average team score
3) W-L record in close games (give the guy with the
most heartbreakers the previous year some sort of consolation)
4) Beyond that, we'll think of something - maybe an e-mail rock, paper,
scissors (don't laugh - it works!)
This draft order will be maintained for each round of the draft - if
you select 5th in the 1st round you'll select 5th in each successive rd.
Teams will be sent a list of "protected players" - players ineligible
to be drafted because they're already on a team - via e-mail at least
two days prior to the start of the draft.
Each team will have 15 minutes to make their selection - with just
three rounds we should be able to complete this draft within 2-3 hours.
Owners unable to participate in the draft live may submit a preference
list to the commissioner. The length of that list is up to the owner's
judgement but the longer the better.
Owners not present at the draft will not be given the full 15 minutes
for their pick but will be skipped - IOW, if you're not logged onto the
site, we won't wait 15 minutes to skip you.
In order to prevent delays, teams that did not participate in the draft
(made no picks) will have players not selected by other owners
inserted into their roster at the end of the draft.
TEAMS:
Due to Gametime site rules there must be an even number of teams. If an
owner drops out we will try to find a new owner to take over that
team, rather than throwing the players into a pool to be drafted.
This will simulate the NBA where you generally buy a team. We will try
very hard to have no 'bots but there are no guarantees. Keep in mind
that right now dual ownership of teams is allowed - even if we start with
a 'bot we may be able to plug a real person in there later.
If we decide to expand by adding a new team, the new team will be able
to select their 9 players, as they wish, from unprotected players, with
the exception of newly drafted rookies. They will then proceed to the
regular draft, selecting 1st (in essence, they can select 10 players
before anyone else picks). Beginning with this first pick in the regular
draft rookies are eligible for selection. This is VERY open to
discussion but I doubt they'll get a huge advantage since they'll be mainly
taking players nobody really wants.
If there are two or more new teams an expansion draft will be held.
This expansion draft will be held on a thread on the league's Trash Talk
Board. Draft order for the Expansion Draft will be determined by an
e-mail "rock, paper, scissors." That order will be reversed in the regular
draft (the team selecting 1st in Expansion will select 2nd in the
regular draft). For Expansion teams ONLY, draft order will be rotated (the
team picking 1st among expansion teams in the 1st rd will pick last
among expansion teams in the 2nd rd).
Expansion Teams will not be considered to be an official "team" until
after the expansion draft. IOW, no trading of draft picks until that
time.
Teams will be able to protect 8 players from the Expansion Draft and no
more than one player may be selected from any single team.
SCORING SYSTEM:
Points = 1
Offensive Rebounds = 2
Defensive Rebounds = 1.5
Assists = 2
Steals = 2
Blocks = 2.5
Turnovers = -1.5
Personal Fouls = -.5
Technical Fouls = -1

and seems to be generally accepted. However we can discuss this as long
as it's finalized prior to the first date for submission of Protected
Lists.
