Default Question RE: Draft lottery and the playoffs

In the east the bottom two teams are probably going to have a loosing record but still make the playoffs. There will be two western teams who do not make the playoffs who have better records than the two bottom eastern teams.

My question is would (Philly and Boston as it stands now) the lower two teams be in the draft lottery even though they made the playoffs? Or would (Utah and Seattle) the west teams that had a better record but did not make the playoffs get the lottery picks?

Is it record or is it not making the playoffs I guess is what I am asking.

So there IS a flaw in the system, eh?

Think about it: The Houston Rockets might have a lottery pick this year. Whereas the New York Knicks might not. That's just wrong. (Or good if you're feeling hateful ).

Knicks are currently in 9th so they would if the playoffs started today. However the Sixers and Celtics will be shafted out of a lottery pick even though they have a loosing record.

Change that from the Knicks to the Phoenix Suns.

Yeah, I see your point but I just threw the Knicks out there, wasn't thinking about who had what picks.

It just seems lopsided to me that a team of Houston's caliber could wind up with a lottery pick while a team in the East like the Knicks or the Celtics or Raptors will not. Seems wrong.
