From NBA.com, a story on the Bobcats draft.
http://www.nba.com/bobcats/news/expansion_draft.html
This paragraph has the basic info.
Charlotte will receive lists from each of the 27 teams not competing in the NBA Finals 10 days prior to the scheduled Expansion Draft (June 12) and those from the competing teams in the Finals within two days of the conclusion of the Finals. Team lists will designate a maximum of eight protected players for that team’s players under contract or restricted free agents for the 2004-05 NBA season. The unprotected players are eligible for selection by the Bobcats, who will draft a minimum of 14 players from NBA rosters.

There are going to be a lot of changes in Orlando this coming off season. That happened last summer too, but the Magic suffered a couple key injuries & never developed team chemistry. That will make projecting a protected list somewhat challenging.
McGrady, Howard, Gooden, Garrity, Pachulia & Bogans get the first 6 spots.
Hill, DeClercq, Lue, Gaines, & Stevenson are possibilities for the final 2 spots.
Hill would be to the Bobcats what Bird is here but his salary is about half of what Charlotte can spend next season & his health is still a big question mark. I know the Magic would love to see the Bobcats take him but it won't happen.
DeClercq is a solid backup but has been ask to start far too offen this season. He will be in the final year of his deal next season so he will hold an increased trade value. DeClercq might not finish next season with Orlando, he might not even be there opening night, but he will make the protected list. DeClercq is #7
Lue is in the same situation as DeClercq. He is in the final year of his deal with a reasonable salary of 1.65M. He also has been called upon to start & play more than he should. Charlotte would be happy to add him to it's roster but I think the Magic will keep him around. He will do better when his minutes are cut back & Orlando revamps their roster next season. Lue finished out the protected list at #8.
Just to comment on the last 2 guys: Gaines & Stevenson
Gaines was just a flat out mistake. He might turn out to be a good player down the road but he fell into a situation that could not have been worse for him. Plus with a new guy in the front office they will want to purge the mistakes of Gabriel. Gaines has no chance.
Stevenson was traded for, for 2 reasons. 1. Orlando didn't want to pay Gordan Giricek when his contract comes up this summer & they got a 2nd round draft pick outta the deal. Stevenson has a career shooting % of .411, he isn't even shootinng that well in his games in Orlando. They even tried playing him a little at point. His assist to turnover numbers are almost sad, 92 assist to 80 turnovers in his time with the Magic. If the Bobcats don't select him, he won't be back with Orlando.
Here is the Magic protected list.
Tracy McGrady
Juwan Howard
Drew Gooden
Pat Garrity
Andrew DeClercq
Tyronn Lue
Zaza Pachulia
Keith Bogans
These are the players Charlotte will get to select from.
Grant Hill
Reese Gaines
DeShawn Stevenson
I think the Bobcats will take a shot at Reese Gaines.
