'What' is called 'fiscally responsible'? Re-signing players like Edwards to sit on the bench and never play? Hamstringing your roster mobility by overpaying 'your own' to the point your well over the salary cap? Signing your backup PG to a long term contract even with concerns about the position and financial status in regards to the cap? Paying your retired SG for a year you know he won't play?

Your closing statement said " It's the same old summer re-run the Pacers are known for: Overhype the draft pick(s) and downplay free agency."

I'm not sure why James Jones would re-sign in Indy. There's a possibility he could go all of next season without playing one important minute.
There's also a possiblity that they plan to move Artest (rumors) OR Artest could implode. Again. In which case JJ becomes a regular. He's a very hard worker with his head on straight. They value that in the organization. The fact that he's the best shooter on a team weak in that area doesn't hurt his chances either. If they moved Bender would be another big factor in his favor. There's plenty up in the air right now.

I think/hope Edwards will be sent down to NBDL-land, provided that's available this coming year.

Resigning John Edwards... if he's back on the team, he must have naughty pictures of Bird and/or Walsh.

    you mean together?
