Can someone please enlighten me to how the cap works? Like how would we be able to sign a major free agent this summer (like a D-Will if he decides to come here) while still resigning Roy and Hill? Thank you.

this is a question with a long answer. i don't write well enough to do that.

the short answer is sign the free agent first, then resign hill and roy.

Yup, but even with that we don't have enough space for a max offer to Deron.

According to Sham, we have $36.3m in committed salaries for 8 players next season. Add cap holds for Hibbert ($6.5m) , Hill ($3.8m), our first rounder (~$1m), and one roster charge ($0.4m). So our payroll is up to $48m, leaving roughly $10m in cap space. That's not enough for Deron, whose max will start at $15.5m.

If Deron is actually willing to sign with us though, we'll find a way. We'll probably sacrifice Hill, and use our first rounder to dump Dahntay's $2.9m expiring. That should be enough.
