That is correct as this brief snippet from the Pacers' press release dated July 3, 2007, from Pacers.com explains:

"Rush is a 6-6, 215-pound guard who played last season in the Lithuanian League and was the Baltic League Final Four MVP. He was the No. 1 pick of the Toronto Raptors (20th overall) in the 2002 NBA Draft and was traded to the Los Angeles Lakers on draft night. He has also played for Charlotte and Seattle."

I think he went to the Sonics after being released by the Lakers, but didn't play for them due to injury. He was subsequently waived before ever officially suiting up for the Sonics in a regular season game.

Robert Swift blew out his knee and some other Sonic sprained their ankle like a week before the season started. So they waived Rush and signed some big stiff for frontcourt depth. He was going to be on the team but never played for them.
